In August 2016, University Hospitals of Leicester NHS Trust (the Trust) commissioned the Royal College of Surgeons (RCS) to carry out an external review of their Oral and Maxillofacial Surgery (OMFS) service at Leicester Royal Infirmary. The RCS review team visited Leicester Royal Infirmary in November 2016 and then again following a further detailed review of patient records at the beginning of 2017. The Trust received their final report in April 2017 which made 23 recommendations for improvement.

As a result of the concerns raised by the RCS, the Trust immediately suspended all complex reconstructive cancer surgery of the oral cavity and oropharynx and this suspension remains in place until such time as the Trust can give assurance that the appropriate structures and processes are in place to re-open this type of surgery. At the time of writing this blog, the service remains suspended.

As part of the review, the RCS reviewed 73 case notes of patients treated between 2014 and 2016. The concerns raised related to whether patients were consented appropriately, whether they were offered the most appropriate reconstructive procedure to give them the best possible outcome and whether the failure rates were higher than expected for one of the procedures carried out.

We are aware that 85 patients who received treatment were written to by the Trust and we are receiving an increasing number of enquiries from patients who have significant concerns in relation to their treatment. We have a growing number of clients and hope to work with the Trust to develop a similar claims handling agreement to those we have developed in previous group actions, such as the Leicester epilepsy and cervical screening group actions.
